The international veterinary certificate is valid for entry, return, transit or movement between Member States for a period of sixty consecutive days from the date of issue. Sixty days normally covers a round trip, so one document can serve both legs. Confirm the return date falls inside the window before deciding against a second certificate.
Sixteen dog breeds are prohibited from import, including the Staffordshire Bull Terrier, American Pit Bull Terrier, American Staffordshire Terrier, American Bully, Fila Brasileiro, Dogo Argentino, Tibetan and Neapolitan Mastiffs, Dogue de Bordeaux, Boerboel, Bullmastiff, Cane Corso, Bully Kutta, Presa Canario and Japanese Tosa. No microchip or certificate creates an exception. Confirm the breed first.
With no import permit and no quarantine to pay for, the cost of this entry is the veterinary appointment and the flight. A sixty-day certificate window means one appointment usually covers the whole trip, including the return, which removes the most common repeat expense. Count the days from issue to the return flight before relying on that.
Paraguay comes down to a single yes-or-no question followed by a very relaxed schedule. Check the sixteen-breed list first, because nothing else can rescue a trip that fails it.
