• Pets travelling from the EU or another listed country need only a valid rabies vaccination; where the test does apply the blood sample must be taken at least 30 days after vaccination and at least three months before entry
• Identification
• A tattoo counts only if it was applied before 3 July 2011 — "the marking of the animals concerned by the implantation of a transponder or by a clearly readable tattoo applied before 3 July 2011 must be verified before any entry is made in this certificate and must always precede any vaccination, or where applicable, testing carried out on those animals." Anything marked since then needs a microchip
• Albanian customs state the requirement more loosely — "Të jenë të identifikuara (nga një tatuazh i lexueshëm qartësisht, ose nga një sistem identifikimi elektronik, ose nga matrikull)" — so travel on the certificate's stricter reading
• Puppies and kittens under 3 months may enter unvaccinated, but only on conditions — "Lejohet hyrja e kafshëve nën 3 muaj, të pavaksinuara, vetëm nëse: ◦ shoqërohen me pasaportë; ◦ kanë qëndruar që nga lindja në vendin e origjinës pa kontakt me kafshë të egra, ose shoqërohen nga nëna e tyre." (they must travel with a passport and have either stayed in the country of origin since birth with no contact with wild animals, or be accompanied by their mother)
• Certificate validity. "This certificate is valid for 10 days from the date of issue by the official veterinarian until the date of the documentary and identity checks", and for onward movement inside Albania it then runs four months, or until the rabies vaccination expires, whichever is earlier
• No tapeworm treatment is required
• Albania's own model certificate attests the opposite — "the dogs described in Box I.28 have not been treated against Echinococcus multilocularis"
• Albanian customs mention echinococcus treatment only as something a destination country may require when LEAVING Albania
• No quarantine for a compliant pet
• Quarantine is a consequence of failing the entry conditions, not a standing requirement — "Nëse nuk plotësohen kushtet: ◦ hyrja e kafshës mund të ndalohet; ◦ kafsha mund të vendoset në karantinë në një qendër të miratuar, deri në përmbushjen e kushteve; ◦ ose, në raste të caktuara, mund të urdhërohet kthimi i saj në vendin e origjinës." • Albanian customs do require a passport issued by an official veterinarian recording the rabies vaccination — "Të jenë të shoqëruara nga një pasaportë e lëshuar nga një veteriner zyrtar duke vërtetuar që është kryer vaksina kundër tërbimit dhe kur është e nevojshme, mbi kafshët në fjalë janë kryer masa parandaluese lidhur me sëmundje të tjera" — which an EU pet passport satisfies for animals arriving from the EU

• 10465, dated 29.09.2011 “On the Veterinary Service in the Republic of Albania”, as amended, companion animals which, for non-commercial purposes, enter or leave the territory of the Republic of Albania through Border Inspection Points (PIK), are accompanied with veterinary documentation that are subject to veterinary control at PIK." It states the identification requirement in the looser domestic form too — "the animal must: a) be identified (by a clearly legible tattoo, or by an electronic identification system, or by the register)" — so two Albanian government sources give tattoo, electronic ID or register as alternatives while the model health certificate you must actually get signed accepts a tattoo only if applied before 3 July 2011
