La science ici est plus simple qu'il n'y paraît. Pour la Géorgie, le certificat sanitaire est le document qui déraille le plus de dossiers, et je l'ai vu se produire trop souvent. Voyager vers Georgia avec son animal demande trois documents dans le bon ordre : une puce électronique, un vaccin antirabique dans la fenêtre d'attente de la destination, et un certificat sanitaire émis par les autorités.   • Georgia's pet-import rules are Resolution N551 of the Government of Georgia of 16 November 2018, "On approval of the rules for non-commercial movement of domestic animals on the customs border of Georgia" (in force since 1 January 2023)
  • The Revenue Service (rs.ge) and the Ministry of Foreign Affairs publish the same rule in English; the numbers below come from the Georgian original
  • THE TITRE TEST IS THE BASE RULE, AND ORIGIN IS WHAT RELAXES IT
  • Article 4(1) requires a rabies antibody titration test
  • Article 6 then removes it for pets arriving from a country on the Agency's list under Article 7 — directly, or from residence in listed countries only, or after transit through a non-listed country if the owner signs the Annex No
  • 3 declaration
  • This row therefore records titer_test.required = true, which is the strictest case; if your country of dispatch is on Georgia's list, you will not need the test
  • Ask the National Food Agency which list applies to your route
  • TITRE TIMING
  • The sample must be taken at least 30 days after vaccination and at least three months before the date of import, must show 0.5 IU/ml or more by the OIE method, and must be run by an accredited laboratory
  • Georgia publishes no list of accredited laboratories
  • Once a satisfactory result exists it does not have to be repeated, provided every later revaccination happens inside the validity period of the one before it
  • ORDER OF OPERATIONS
  • Article 23(2)(d) is the trap: the rabies vaccination date must not precede the date the transponder was implanted or the tattoo applied
  • Microchip first, then vaccinate, then wait 21 days, then take the titre sample 30 days after the vaccination, then wait three months
  • The pet must have been at least 12 weeks old on the day of vaccination
  • YOUNG ANIMALS
  • Article 5 lets the Agency admit a pet under 12 weeks with no rabies vaccination, or one between 12 and 16 weeks vaccinated but not yet valid, but only from a listed country and only where the owner signs the Annex No
  • 2 declaration that the animal has had no contact with wild rabies-susceptible animals since birth, or where it travels with its still-dependent mother
  • ENTRY CHANNEL
  • Article 4(2): a pet from a country that is not on the Article 7(1) list may enter only through the corridor for passengers, where the documentary and identity checks under Article 18 are done
  • Article 4(3) lets the Agency admit a registered military or search-and-rescue dog through another customs checkpoint by prior agreement
  • Georgia publishes no list of designated traveller points of entry, so this row carries approved_ports_of_entry.restricted = true with no ports_list
  • PAPERWORK
  • The identification document is issued by the state veterinarian of the dispatching country, or by an authorised veterinarian and then certified by that country's competent authority
  • An EU pet passport is accepted in its place: "the identification document specified in the country from EU member states and other countries or its territory can be presented in the form of a passport"
  • Annex No
  • 4 of the Resolution is the model certificate and is valid for 10 days from issue until the border check. "A written declaration signed by the owner or an authorized person (Annex N5 of the Rule) is an integral part of the "Health Certificate" or passport and must be submitted , confirming that the pet is being moved for non-commercial purposes."   • The limit is five per non-commercial movement
  • It may be exceeded only for competitions, exhibitions or sporting events (or training for them), on written proof of registration, and only for animals over six months old
  • PARASITE TREATMENT
  • Article 4(1)(d) requires treatment with a broad-spectrum anthelmintic against endoparasites and against ectoparasites
  • Georgia names no drug, no dose and no time window, and has no separate tapeworm/echinococcus rule of the EU kind — which is why this row records internal_parasite_treatment, tick_treatment and flea_treatment as required and tapeworm_treatment as not required
  • BREEDS — CHECKED, AND NO IMPORT RESTRICTION IS IN FORCE
  • Georgia's Law on Companion Animals defines a "potentially higher-risk dog" by physical characteristics (including size and weight) or by improper training and behaviour — not by breed — and gives the Government power to declare a moratorium on the temporary introduction and import and/or breeding of such dogs
  • That power has been exercised, and not on import: Decree No
  • 92 of the Government of Georgia of 27 February 2026 (in force 1 January 2027) approves, on the basis of Article 23(2)(b) of that Law, the "Temporary Rule (Programme) for Regulating Dog Hyperpopulation"
  • Checked 2026-09-03: the Georgian words for import, moratorium, customs and breed occur ZERO times in that decree — it is entirely about stray and community dogs inside Georgia, and breeding of higher-risk dogs is prohibited separately by the Law itself
  • Re-check before relying on this: the power to close the border to such dogs exists and has simply not been used
  • NO DESIGNATED PET ENTRY POINTS — THE RESTRICTION IS THE CHANNEL, NOT THE PORT
  • Georgia names no list of ports at which a pet may be presented
  • Article 4(2) restricts the CHANNEL: a pet from a country not on the Article 7(1) list may enter only through the corridor for passengers, where the Article 18 checks are done, and Article 18(2)(a) requires the owner to present the identification document there
  • Checked 2026-09-03 against the Revenue Service's own border-crossing pages and Georgia's national tourism authority: the tourism page lists every Georgian crossing but designates none for animals, redirecting the traveller to the Revenue Service instead
  • So this row carries approved_ports_of_entry.restricted = true with an EMPTY ports_list on purpose
  • Publishing the general crossings list would be wrong twice over — it is not a pet-specific designation, and individual crossings do suspend operations, so a static list could send a traveller to a closed border
  • Confirm your intended crossing with the National Food Agency before you travel

Le certificat sanitaire pour la Géorgie reste valable 10 jours. Planifiez la visite vétérinaire dans la fenêtre des 10 jours précédant l'entrée. Datez le certificat au plus près du voyage.
