Panama's health certificate is valid for 30 days after it is issued or signed, which is a comfortable window compared with many destinations. That still means the certificate can't be prepared months ahead; it has to fall inside the 30 days before arrival. Note the issue date and confirm the travel date lands within that period.
Panama requires the owner to notify authorities at least 3 days before the pet arrives, by completing the Home Quarantine Request from the health ministry's site. Missing that notice can delay clearance on arrival. Download and submit the request at least 3 days out, and keep the confirmation to present at the entry inspection.

The rabies vaccine must take effect at least 30 days before entry, and can be given from 12 weeks of age. Travelling before that window makes the vaccination invalid at the border.
What if my flight is delayed past my health certificate validity?
